FOR THE PURPOSE OF AMENDNG THE ANIMAL ORDINANCE

It was found we do not have enforcement means for those who do not clean up after their animals feces. The proposed ordinance change will fix that. Council set the civil fine at $125 in the 2026 Fee Schedule.
Proposed Ordinance Summary – Animal Waste Removal and Sanitary Maintenance
- Requires pet owners to immediately remove and properly dispose of animal waste on all public property, including sidewalks, streets, parks, trails, and public rights-of-way.
- Prohibits animals from defecating on private property not owned or occupied by the pet owner without immediate cleanup.
- Requires property owners and occupants who keep animals to maintain their premises in a clean and sanitary condition.
- Prohibits the accumulation of animal waste that creates odors beyond the property line, attracts pests, or causes unsanitary conditions, which is defined as a public nuisance.
- Establishes proper disposal requirements, including bagging and placing waste in a refuse container or other lawful method; disposal in streets, storm drains, or public grounds is prohibited.
- Provides for enforcement through civil fines, administrative citations, and nuisance abatement, with each day a violation exists constituting a separate offense.
